Newcastle CTP Transport for Motor Accident Claimants

YPD coordinates pre-booked transport for people injured in motor vehicle accidents who are receiving treatment under NSW's Compulsory Third Party insurance scheme. Appointments covered include specialist consultations, physiotherapy, occupational therapy, imaging, independent medical assessments and legal medical examinations, across Newcastle, the Hunter region, and long-distance transfers to Sydney for claimants referred to metropolitan facilities.

Bookings are coordinated directly with the CTP insurer or treating provider. After each transfer, YPD issues a digital invoice and itemised travel record so that transport costs can be submitted as a treatment expense within the claim.

What CTP Transport Covers

The NSW CTP scheme, administered by SIRA NSW under the Motor Accidents Injuries Act 2017, allows injured people to claim reasonable and necessary treatment expenses, which includes pre-booked transport to and from approved medical and rehabilitation appointments. YPD provides non-emergency transport for ambulatory passengers attending approved providers. Drivers do not provide clinical care.

  • Physiotherapy, hydrotherapy and exercise physiology sessions
  • Occupational therapy and functional capacity assessments
  • Imaging and diagnostic appointments

  • Independent medical examinations arranged by the CTP insurer

At-Fault and Not-At-Fault Claimants

NSW CTP insurance covers all people injured in a motor vehicle accident regardless of who caused it, but the claim pathway and who arranges transport differs depending on fault.

Where the claimant was not at fault, the at-fault driver's CTP insurer manages the claim and typically arranges or approves treatment expenses including transport. In these cases the insurer or their appointed rehabilitation provider usually coordinates transport bookings with YPD directly on the claimant's behalf.

Where fault is disputed or the claimant was wholly or partly at fault, the claim proceeds under the statutory benefits pathway. During the statutory benefits period, transport to approved treatment is still a claimable expense, but the claimant or their legal representative more commonly arranges transport themselves and seeks reimbursement, or obtains insurer approval before booking. YPD can accommodate either arrangement and issues documentation suitable for reimbursement submission in both cases.

Where the at-fault vehicle was unregistered or cannot be identified, the Nominal Defendant, managed by SIRA NSW, steps in as the insurer. The booking and documentation process with YPD is the same regardless of whether a licensed insurer or the Nominal Defendant is managing the claim.

If you are unsure which pathway applies to your claim or how transport expenses are approved, the SIRA NSW website at sira.nsw.gov.au sets out the entitlements for each claim type.

Transport Across the CTP Treatment Pathway

Under the Motor Accidents Injuries Act 2017, CTP claims in NSW move through distinct phases, and transport needs often change as the claim progresses.

In the immediate period following the accident, transport is typically needed for emergency follow-up consultations, imaging and GP review. These early appointments are often local and frequent.

During the statutory benefits period, which covers the first 26 weeks of most claims, treatment is generally approved without needing to establish fault. Transport to physiotherapy, occupational therapy, specialist review and psychological treatment is commonly claimed during this period. YPD can be arranged by the insurer, the treating provider or the claimant directly.

Beyond the statutory benefits period, ongoing treatment for claimants with more serious injuries requires insurer approval. Transport to approved specialist appointments, independent medical examinations and SIRA assessments continues to be a claimable expense where the insurer has approved the treatment. For claimants with claims managed by legal representatives, YPD issues documentation that can be used in settlement negotiations as part of the transport expense record.

For claimants with severe injuries whose long-term care is managed by the Lifetime Care and Support Authority, transport needs are often recurring and complex. YPD can coordinate ongoing transport for LCSA-managed claimants attending treatment providers, reviews and specialist appointments in Newcastle, the Hunter region and Sydney. These bookings are managed in the same way as other CTP transport, with full documentation issued after every transfer.

Lifetime Care and Support Transport

The Lifetime Care and Support Authority manages the care of people who have been catastrophically injured in NSW motor vehicle accidents, covering spinal cord injury, traumatic brain injury, limb amputation, severe burns and permanent blindness resulting from motor accidents.

For LCSA-managed participants in Newcastle and the Hunter Valley, YPD provides pre-booked transport to treatment appointments, reviews, therapy sessions and specialist consultations. These transfers are coordinated with the participant's support coordinator or care manager and documented in the same way as all other YPD bookings.

Participants travelling with a support worker, carer or attendant can be accommodated in a larger vehicle. Where a participant uses a walking frame, crutches or other mobility aid, vehicle selection takes this into account at the time of booking. YPD does not operate wheelchair-accessible vehicles with ramps or hoists. If the participant requires a wheelchair-accessible vehicle, discuss this with the support coordinator before booking.

Long-distance transfers to Sydney for LCSA participants attending specialist facilities, including the Royal Rehabilitation Centre, Westmead Hospital, Prince of Wales Hospital and Brain Injury Rehabilitation Programs, are available and can be arranged as recurring bookings where treatment is ongoing.

How Bookings Are Managed

YPD operates as a single point of contact throughout the life of the claim. The CTP insurer, treatment provider or claimant's representative can arrange bookings directly with YPD. Confirmed pickup details are issued before each trip. A digital invoice and itemised travel record, showing pickup address, destination, time and fare, are issued after every transfer so the expense can be submitted without follow-up.

Door-to-door pickups are available from the claimant's home, workplace, or approved short-term accommodation. Where the claimant is travelling with a support person, rehabilitation consultant or legal representative, a larger vehicle can be arranged. The claimant or their representative provides the pickup address and appointment details at the time of booking. YPD handles the rest.

Advance booking is preferred. For long-distance transfers to Sydney and regional pickups from outside the Hunter region, earlier notice improves driver and vehicle availability.

Regular regional pickup areas include Singleton, Muswellbrook, Merriwa, Scone, Murrurundi, Tamworth, Armidale, Taree, Forster, Port Macquarie, Kempsey and surrounding areas. CTP Insurers and Documentation

CTP claims in NSW are managed by licensed insurers, including NRMA Insurance, QBE, Allianz, GIO and others. Where a vehicle was unregistered or the at-fault driver cannot be identified, the Nominal Defendant scheme applies. YPD can liaise directly with the insurer or their treating provider network to coordinate transport and issue documentation in the format required for expense submission.

Every booking generates an itemised travel record and digital invoice showing the claimant's name, pickup and destination, trip date, time and fare. These are issued to the nominated billing contact, whether that is the insurer, the treating provider or the claimant's legal representative.

For organisations managing multiple claimants, including rehabilitation providers coordinating transport across a caseload, consolidated monthly invoicing can be arranged. For insurers and providers with regular transport requirements, monthly account arrangements are available subject to a minimum monthly spend and account approval. See the corporate accounts page for details.

Fleet for CTP Transport in Newcastle

For a single claimant attending a local appointment, an executive sedan or SUV is typically appropriate. Where the claimant is travelling with a support person, legal representative or rehabilitation consultant, or carrying mobility aids such as a walking frame or crutches, a seven-seat people mover provides additional space and easier boarding.

For long-distance transfers to Sydney and extended regional pickups, vehicle selection prioritises passenger comfort over sustained travel times. All vehicles are air conditioned, clean and maintained to a professional standard. Full details of each vehicle category are on the fleet page.

Vehicles are not fitted with stretchers, hoists or wheelchair ramps. YPD provides transport for ambulatory passengers only and is not suitable for claimants requiring wheelchair-accessible vehicles, stretcher transport or clinical monitoring during travel. Discuss specific requirements with YPD at the time of enquiry.

Frequently Asked Questions

Can transport costs be claimed under CTP insurance in NSW?
Transport to and from approved medical appointments is a recognised treatment expense under the Motor Accidents Injuries Act 2017 in NSW. Whether a specific transfer qualifies depends on the insurer and the individual claim. YPD provides itemised travel documentation after every transfer so the cost can be submitted as part of the claim. For guidance on what expenses are covered under your claim type, visit the SIRA NSW website at sira.nsw.gov.au.
Who can arrange a CTP transport booking with YPD?
Bookings can be made by the CTP insurer, the treating provider, a rehabilitation consultant, a support coordinator, the claimant's legal representative or the claimant directly. YPD coordinates with whichever party is managing transport for the claim and issues all documentation to the nominated billing contact.
Does YPD transport claimants to independent medical examinations and SIRA assessments?
Yes. YPD provides transport to independent medical examinations arranged by CTP insurers, as well as SIRA disputes assessments and legal medical examinations. These transfers are managed in the same way as treatment appointments. Full travel records are issued after each transfer.
Does it matter whether the claimant was at fault in the accident?
No. YPD provides transport regardless of fault status. The booking and documentation process is the same whether the claim is managed by a licensed CTP insurer, under the statutory benefits pathway, or under the Nominal Defendant scheme. The party arranging the booking and receiving invoices may differ depending on the claim pathway, but the transport itself is handled identically.
What is the Nominal Defendant and can YPD still help?
The Nominal Defendant scheme, administered by SIRA NSW, applies where the at-fault vehicle was unregistered or cannot be identified. YPD coordinates transport and issues documentation in the same way as for any other CTP claim. If you are arranging transport under the Nominal Defendant scheme and are unsure of the process, contact YPD directly.
Can YPD provide transport for Lifetime Care and Support participants?
Yes. YPD coordinates pre-booked transport for LCSA-managed participants in Newcastle and the Hunter region attending treatment appointments, therapy sessions and specialist reviews. Bookings are coordinated with the support coordinator or care manager. Note that YPD does not operate wheelchair-accessible vehicles with ramps or hoists. This service is for ambulatory passengers only.
Can YPD collect regional claimants and bring them to Newcastle?
Yes. YPD regularly picks up claimants from Singleton, Muswellbrook, Scone, Tamworth, Armidale, Taree, Port Macquarie, Kempsey and surrounding areas for appointments in Newcastle. More distant origins such as Coffs Harbour and Grafton can often be accommodated with sufficient advance notice. Contact YPD to confirm availability before booking.
Can YPD transport a Hunter region claimant to a Sydney appointment?

The claimant is collected from their home or nominated address and delivered directly to the Sydney facility. Return journeys can be arranged for the same day or a later date. Full documentation is provided for each leg.
What vehicles are available for CTP transport?
YPD uses executive sedans, executive SUVs and seven-seat people movers depending on the claimant's requirements. All vehicles are air conditioned and professionally maintained. Full details are on the fleet page. YPD does not operate stretcher vehicles or wheelchair-accessible vehicles with ramps or hoists. This service is for ambulatory passengers only.
How far in advance should I book?
Advance notice is preferred. For regional pickups and long-distance transfers to Sydney, more lead time improves driver and vehicle availability. Recurring appointments can be set up so regular transfers book automatically without a new request each time.
